In Nakhchivan established a quota for foreign workers
The government of the Nakhchivan Autonomous Republic approved on February 1, the quota for foreign labor force in 2013.
Resolution of the Cabinet of Ministers of autonomy is defined as labor migration quotas by sector of economic activity, where, according to official data, in 2004, generating more than 50,000 new jobs.
This year, companies working in Nakhchivan can draw 1,045 foreign migrant workers. The main part of the working force quota has been assigned to the areas of construction (550) and manufacturing (250). Quotas are provided in virtually all spheres of economic activity, including the formation of (40) and health care (20).
According to statistics, in the Nakhchivan Autonomous Republic, there are around 400,000 people. Opposition structures in the autonomy claim that most of the economically active population in Nakhchivan forced to leave the country in search of work in Turkey and Azerbaijan.
The central government in Azerbaijan has not yet determined the quota for skilled foreign labor force in 2013. In 2011, the Office of Migration, Ministry of Labour and Social Security has provided 8,700 foreign migrant workers authorization of temporary employment quota for 9815 people. Discussions were held in Baku within the framework of the 29th session of the Conference of the Parties (COP29) to the UN Framework Convention on Climate Change, focusing on the "Decarbonization and Climate Adaptation of the Cotton-to-Clothing Value Chain." Among other topics, the state of cotton farming in Azerbaijan was also addressed.

Azerbaijan has attracted significant interest from companies in both developing and developed countries, as well as from state and private sector representatives of at least 10 nations, regarding participation as shareholders in the Climate Finance Action Fund (CFAF), which has a total budget of $1 billion. The Azerbaijani government has proposed that the OPEC Fund participate in financing several renewable energy projects, including offshore wind energy development, green energy corridor initiatives, and a 1 GW project planned by SOCAR in partnership with the UAE-based company Masdar.
