Reforms In The Construction Sector Stimulate Urban Growth, But Do They Solve The Problems?
The construction sector is undergoing significant reforms that are reshaping urban landscapes, driving economic growth, and creating jobs, said Namik Gummatov, First Deputy Chairman of the State Committee for Urban Planning and Architecture.
At a meeting focused on the "Roadmap for 2024" to enhance construction permit processes, Gummatov emphasized the sector's pivotal role in the country's economic development.
"We have made significant progress since 2018. Simplification of building permits, increased transparency, and continuous implementation of the one-stop shop principle demonstrate our commitment to reform. The introduction of the e-Construction portal in 2019 marked a significant shift in the industry. This platform also supports projects in Karabakh and Eastern Zangezur," Gummatov stated.
The meeting highlighted recent legislative changes, including electronic registration of permits and electronic issuance of technical specifications for engineering and communication support. Participants discussed implementing energy efficiency and green building standards, environmental expertise, and cooperation in issuing construction permits. These initiatives aim to optimize processes, increase sustainability, and foster cooperation in the construction sector.
However, despite these legislative and technical improvements, the Turan news agency reports ongoing issues of corruption in constructing individual and business facilities.

Russia and Iran have agreed on a gas pipeline route passing through Azerbaijan, according to Russia’s Energy Minister Sergey Tsivilyov. The Russian minister stated that the parties are in the final stage of negotiations, and the volumes have already been determined. According to Tsivilyov, Iran’s agreement with Russia’s Gazprom for gas supply via Azerbaijan is currently estimated at over 2 billion cubic meters annually. However, future supplies could increase to 55 billion cubic meters per year.
