The Ministry of Health partially transfers IT systems to the “government cloud"
Baku/23.05.23/Turan: The Ministry of Health in Azerbaijan has begun the process of migrating its information systems to the "government cloud" as part of the implementation of President Ilham Aliyev's decree on the creation of the government cloud and the provision of cloud services. This transition plan involves collaborating with government agencies and transferring their systems either fully or partially to the data centers in Baku and Yevlakh, which are owned by AzInTelecom LLC under the Ministry of Digital Development and Transport.
To facilitate this migration, the Ministry of Health has opted for the cloud infrastructure service, specifically Infrastructure as a Service BaaS (Backup as a Service), provided by AzInTelecom LLC. By partially relocating their information systems to AzInTelecom's data center, the ministry aims to ensure the high availability of its critical systems.
The initial stage involved assessing the overall infrastructure of the Ministry of Health and generating a report. Based on this report, consultation services were provided to guide the migration of the IT systems, and a roadmap outlining the migration process was developed.
In addition to the BaaS service, the Ministry of Health has also utilized the Backup as a Service BaaS for secure data storage. AzInTelecom LLC provided the ministry's specialists with the Veeam platform, enabling flexible and simplified management of the functionality within this service.
Furthermore, the ministry has employed the IP telephony service of AzInTelecom LLC for their hotline, which is designated to receive applications from participants of the first and second Karabakh wars. The management of incoming calls to the hotline is supported by the reservation service.
The migration of government agencies to the government cloud not only reduces current IT costs but also enhances the productivity of their information systems. Additionally, it aims to improve the security of information systems, establish a stable IT infrastructure, and ensure high-quality service provision through operational coordination and 24/7 monitoring services.
AzInTelecom LLC holds the distinction of being the first organization in Azerbaijan and the South Caucasus region to receive the "TIER III" International Certificate of Conformity. The company's data centers, located in Baku and Yevlakh, comply with the requirements of ISO 22301, ISO 27001, and ISO 2 certifications.

Azerbaijan's financial standing continues to strengthen as the country's foreign currency reserves have surged to $71 billion as of January 1, 2025, according to the Ministry of Finance. This figure, which includes reserves held by the State Oil Fund of Azerbaijan (SOFAZ) and the Central Bank of Azerbaijan (CBA), far exceeds the nation's external debt, which stands at a fraction of its reserves, specifically nearly 14 times less.
