Fuad Agayev: It Is a Question of Changing the Name of the Body Providing for the Activities of the President
Baku / 26.04.17 / Turan: “The authors of the project can contribute clarity about the purpose and details of the proposed changes to the law On Civil Service.”
This was stated by the lawyer Fuad Agayev, commenting on the amendments to the law "On the Civil Service" adopted by the parliament in the first reading today.
He stressed that the activities of the head of state are directly provided by the Presidential Administration in Azerbaijan.
From the law On Civil Service such concept as the President's Administration is withdrawn. This concept is replaced by the somewhat announced concept of "the body providing the activities of the head of state". In the absence of the concept of the President's Administration, naturally there will be no such thing as its leader. In addition, in connection with the establishment of the Institute of Vice-President, the 11th article of the law adds the post of head of the structure that provides its activities," said the lawyer.
Agayev says the changes do not mean at all that the head of the Presidential Administration Ramiz Mehdiyev will be dismissed.
"It's just about changing the name of the body that provides the president's activities. Earlier there was the PA. If earlier Mehdiyev was the head of the PA, now he can remain on the post of the head of the body providing the activity of the head of state, but he may not remain. That is, a change in legislation does not mean the removal of Ramiz Mehdiyev. In any case, his fate is in the hands of the head of state." --0---
