Baku/28.09.21/Turan: On September 27, the report "Humanitarian consequences of the Armenian-Azerbaijani conflict"was heard and adopted at the session of the Parliamentary Assembly of the Council of Europe.

"The Assembly is shocked by the number of people killed or missing during the 44-day war," the document says

The Assembly voiced its concern about the fate of the detained Armenians calling the Azerbaijani authorities to furnish information about these persons to the European Court of Human Rights and release all the remaining prisoners and return them to Armenia.

The report cites the facts of inhumane treatment of prisoners by both sides, the use of weapons of mass destruction against civilians outside the region of combat operations. Note that the Armenian forces used ballistic missiles, multiple rocket launchers while the Azerbaijani forces used artillery and multiple rocket launchers.

The Assembly calls on Armenia and Azerbaijan to investigate these and other facts and hold accountable all those, including at the command level, responsible for war crimes or other illegal actions.

The Assembly insists that both sides should work together to clear mines regretting that 159 Azerbaijanis and 5 Armenians were killed or injured after the November ceasefire. The Assembly calls on Armenia to provide all mine maps at its disposal without delay.

"The Assembly is seriously concerned about the increased frequency of incidents at various points of the border since May 2021. There were deaths and injuries, Armenian soldiers were taken prisoners. Therefore, the Assembly calls on both sides to de-escalate and maintain the positions as set forth in the Trilateral Statement, to negotiate on delimitation and demarcation of the borders, to explore the possibility of creating a demilitarized zone with the presence of peacekeeping forces or military monitoring."

It should be added that the conflict has a catastrophic impact on the cultural heritage of the region. The Assembly condemns the damage and destruction for which both sides are responsible, and recommends that Armenia and Azerbaijan provide the UNESCO unrestricted access to all cultural heritage sites in both countries to assess the damage.

The Assembly recommends that both countries take steps to combat incitement to hatred, including by state and high-ranking officials, as well as hatred-based crimes. The Assembly invites Armenia and Azerbaijan to investigate the allegations, the document says. -02D-
