Ilham Aliyev Approves Reactionary Amendments to NGO Legislation
The Azerbaijani President signed a law on changes and amendments to the laws "On the non-governmental organizations (public associations and foundations)" and "On grants", adopted by the Milli Majlis on October 17.
Thus, the amendments that have drawn criticism of independent experts and civil society activists, took effect. They further tighten the conditions of financing NGOs from foreign sources.
Thus, in the new wording of Article 24.2 of the Law "On NGOs" it is said that the work and services of NGOs from external funding sources should be made on the basis of contracts that are registered with the Justice Ministry. Operating without registration assumes administrative responsibility.
In Article 2 of the Law "On grants" there is an amendment that a foreign donor may give a grant after obtaining the consent of the executive authority of Azerbaijan.
Thus, more filters to foreign donors are installed.
The signing of these amendments by the President, despite international criticism, demonstrates lack of willingness of the authorities to compromise and their intention to take the civil sector under full control. -06D-

On December 23, a meeting of the foreign ministers of Azerbaijan and Serbia took place in Belgrade. During the final press conference, Serbian Foreign Minister Marko Djuric reported that the discussions focused on the development of tourism. "We are strengthening efforts to open direct air routes, as well as economic development and energy," said Djuric. The minister expressed confidence that cooperation between Serbia and Azerbaijan would become even closer and more intensive in the near future.
