James Warlick: a light in the settlement process
Yerevan/16.09.14/Turan- ArmInfo: It's time to continue the Karabakh talks on another level, the American co-chair of the OSCE Minsk Group, James Warlick said on Tuesday at a news conference in Yerevan. "I hope that the Armenian people know what we want in the process. It is important that the Armenian people were informed of our discussions, "- he said, stressing the need to inform the public of the conflicting parties on the negotiations. He also expressed concern about the arms race in the region, and the escalation of the situation in the conflict zone.
"I understand that some people are angry because the talks have been lasting for 20 years, but we did not want a repeat of the war heavy for both sides. The negotiations over such a complex problem are not easy, but as I mentioned, there is currently a light in the process," said Warlick.
According to him, it is time for negotiations on a new level. "It is not enough rare meeting of the heads of state or foreign ministers. It is necessary to develop new formal negotiations, and that the parties should determine their format, and we are ready to contribute to them," said the co-chairman.
It is important that both presidents met and continued negotiations as a final solution to the problem is possible only at the level of Heads of State, and the responsibility for it must undertake the Presidents.
"There are no issues that are non-negotiable, we want all the issues discussed at the level of presidents and foreign ministers," said Warlick, adding that the mediators are working with the parties to reach a consensus around six positions discussed in the Fund Carnegie.
"The parties must comply with the truce, since the escalation of the situation does not lead to the solution, which is desirable for us. If we want a lasting peace, we must achieve trust between Armenians and Azerbaijanis, " said the mediator.
Referring to the forthcoming meeting in Paris between Aliyev and Sargsyan, Warlick stressed the importance that they have achieved some results. According to him, the main problem is the absence of confidence of the parties to each other, but just through the meetings of the presidents, this problem can be solved.
Today Warlick arrived to Yerevan, and tomorrow plans to come to Baku. -02D-
