Madat Guliyev transferred to post of Deputy Secretary of Security Council
Madat Guliyev has been dismissed from the post of Defence Industry Minister by order of Azerbaijani President Ilham Aliyev.
Another order of the head of state appointed him Deputy Secretary of the Security Council of Azerbaijan, the Presidential website reports.
Note that 37-year-old Vugar Mustafayev, who previously held the post of Deputy Head of this department, was appointed Minister of Defence Industry. He was transferred to the Ministry in 2022 and previously held senior positions in the structures of "PASHA Holding".
In the hierarchy of Azerbaijani power, the Security Council is more of a ceremonial structure than a body with real influence on the decisions adopted in the state.
The Secretary of the Security Council is Ramil Usubov, who served as head of the Interior Ministry from 1994 to 2019.
After being appointed to this position, Usubov practically disappeared from the media space.
As for Guliyev, he is perhaps one of the most frequently changing law enforcement positions. As a police officer in 1995, he was honoured with the title of National Hero of Azerbaijan. Having rotated through several key departments of the Interior Ministry, in 2011 Guliyev was promoted to the position of chief of staff of the Interior Ministry. Guliyev was promoted to the position of head of the IM's Penitentiary Service. In 2015, he headed the State Security Service, which was newly created after the liquidation of the Ministry of National Security. In 2019, Guliyev was appointed Minister of Defence Industry.

The health condition of activist Nijat Ibrahim has sharply worsened while he remains in Baku's Detention Center No. 1, his wife Parvin Ibrahim told Turan news agency. On Sunday, November 5, Azerbaijani President Ilham Aliyev arrived in Kyrgyzstan to participate in the 11th Summit of Heads of State of the Organization of Turkic States. Upon his arrival at Manas 2 International Airport in Bishkek, Aliyev was greeted with a ceremonial honor guard and welcomed by Kyrgyzstan’s Prime Minister and Chief of Staff, Akylbek Japarov, along with other officials.
