Mammadyarov: Baku agrees to "structured" Karabakh talks
Foreign Minister Elmar Mammadyarov said about innovation in the negotiations on the Karabakh settlement. Thus, answering the question of Turan, what to expect from the Paris meeting of the Presidents of Armenia and Azerbaijan, he said that Azerbaijan wants the results of each meeting.
"The presidents met in Sochi, then in Wales and now in Paris. We want to move the negotiations. There is the Madrid Plan and Azerbaijan wants to start work on a big peace plan," he said.
He further noted that the OSCE Minsk Group has offered to negotiate "structural units" - the liberation of the occupied territories, return of refugees and others. Official Baku has given its consent.
"We are waiting for the response of Yerevan. As soon as they respond, we can start negotiations at the expert level," he said.
Next Mammadyarov said today the co-chairs met with the President of Azerbaijan.
At the meeting, a question was raised about the release of two Azerbaijanis detained by Armenians in Kalbajar. According to Mammadyarov, "they are civilians, not saboteurs." -03B-

The international network Scholars at Risk (SAR) Academic Freedom Monitoring Project investigates has expressed concern regarding the criminal prosecution of Iqbal Abilov, a Talysh researcher in Azerbaijan. The organization noted that Abilov, a citizen of Azerbaijan and a lecturer at Belarusian State University, was arrested in July of this year on charges of "high treason," "calls against the state," and "inciting interethnic hatred." This situation raises alarms about the state of academic freedom and the safety of scholars in Azerbaijan.
