Demolition of the building that housed the temporary headquarters of the Popular Front Party, was carried out with violation of the law, reads the report of the public "Preventive Investigation Group" (PIG) , investigating the explosion and fire at the office of PPFA at night of March 3 in the Talat Shikhaliyev, 8 street.
The report expressed doubt that the cause of the explosion was a violation of safety rules while exploiting gas equipment. The building was demolished allegedly because of an emergency condition.
It is likely that the explosion was triggered with a view to justify the subsequent eviction of PPFA, said in a report released on March 14 at the round table in the office IRFS.
" The PIG was created with the participation of journalists, experts, lawyers was established immediately after the explosion, taking into account the high public interest in the incident. In his statement, PPFA regarded the incident as a provocation by the authorities.
At the same time, the National Council and another leading opposition party - the "Musavat" qualified the explosion as a diversion. Azer Asgarov , the owner of the building, in which the headquarters was located, also said that the basement was blown up by government bodies, namely by the order of the Minister of Emergency Situations, Kamaleddin Heydarova.
According to the PIG, a journalist Afghan Mukhtarly, in October 2013 and entrepreneur Asgerov leased the PPFA two floors of his building, and in the basement was located a barbershop , storage of building materials and real-estate office. However, in reality the office was not used as real-estate office.
The explosion occurred around at 04:00 am on March in the basement. On that day the duties at the headquarters of PPFA were the members of the Youth Committee of the Popular Front Party, Nuru Nuruzade and Ruslan Nasirli.
According to them, there were heard three explosions at intervals of a few seconds. They called the "102 Service" and only 20 minutes arrived the fire brigade arrived, and prevented the fire. Firefighters said the explosion was caused by incorrect use of the gas cylinder. Later police arrived to the scene. After the fire was extinguished , firefighters and police left the territory.
The members of the PIG inspected the basement on March 3, 2014, produced video and photography, recorded the testimony of witnesses, and the tenants of the building. As a result of the explosion, three 15 -cm partitions were destroyed. Supporting columns and the main walls of the building were not damaged.
Two propane cylinders were found in front of the building. One was undamaged, and the other was bursting. The latter was also rusty and inside it was sand and other debris. Taking into account that parts of the balloon were rusty , it is assumed that it blew a long time ago. It turned out that neither in the barbershop or the stock gas tank unused. The police officer at that territory said that the cylinders were later thrown to the building (video statement of a police officer was attached to the report.)
According to the tenant of the hairdressing salon, Muradov, people from neighboring broker's office also did not use gas. However, members of the PIG could not find them, because they did not appeal after the explosion.
Law enforcement authorities have done nothing to disclose the reasons. It is curious that the commandant of the office Tazahan Miralamli two days before the incident was arrested on trumped-up charges. The building’s owner Azer Asgarov said that earlier representatives of the Ministry of Emergency Situations warned him of the consequences for giving the premises to the PPFA.
On March 4 the executive power of Narimanov district decided to demolish the building on the basis of a telephone message from the Ministry of Emergency Situation (MES.) Already at 16:00 demolition began. According to the lawyer Fuad Agayev, the demolition was carried out in violation of the Constitution, civil and housing codes.
Under the law, a tenant was to be warned about the emergency condition of the building, and was to take action to eliminate this condition. If repair is not possible, for security purposes can be resettled people from the building, but the decision on demolishing should be adopted by the court. Further, the report states that other buildings used to be demolished in Azerbaijan before in which lived political opponents of the authorities. Thus on August 11, 2011 against the decision of the court was demolished an office of the Institute for Peace and Democracy privately owned by the Director of the IMD, Leyla Yunus.

The PFPA leader Ali Kerimli noted that PIG report confirms that the explosion was not an accident, it was deliberate provocation against PPFA. Under Aliyev’s regime the PPFA was evicted from five offices. They say that the ruling regime is afraid of political competition.
According to him, the authorities have all-out attack on the rights of property, forcibly taking away housing, shopping facilities. The PPFA will seek to restore the violated rights court. "If we were talking about the authorities of Azerbaijan, as about criminal regime, it is now becoming clear that it is also a terrorist regime , as it explodes and destroys property of the citizens," said the leader of the NCDF, Jamil Hasanli.
