Presentation of the project "Portal elections"
Presentation of the internet project "Portal elections", designed to promote public control of the presidential election has taken place today. The project is implemented by the Election Monitoring and Democratic Studies Center (EMDS) and the School of Democratic Journalism School (DJS) supported by USAID. According to the head of the DJS, Rovsan Hajibayli, project is implemented with the high public interest in the current presidential election.
Its essence is to give citizens the opportunity to send all the information about detected violations in the election and the electoral periods, as well as photos and videos by SMS and E-mail.
An important part of the project is the creation of a "Public Observation Card", which will synthesize all the information received, and indicate the number of violations in regions.
The CEO of EMDS Bashir said that the incoming information will be classified to 11 types of violations: "shortcomings in the polls," "obstacles to the observers," "destruction of campaign materials", "intervention in a meeting with voters," "interference with the vote of heads and members of precinct election commissions "," pressure and violence against voters ", etc.
"Map of public scrutiny" will be divided into three phases - the pre-election period, the election day, and after the election.
The deputy chairman of the "Musavat" party, Gulaga Aslanly said that his party also intends to create a similar map of violations, but will refer to the information of its observers.
During the discussions, it was stressed that the public on-line observations are important not only for transparency of elections, but also the collected materials can be used as evidence in the consideration of complaints of irregularities in the elections.—06D--
