R.Ibragimbeyov publishes a program on possible single candidate from NCDF

Chairman of the National Council of Democratic Forces (NCDF) Rustam Ibrahimbeyov sent appeal to the participants   of the session of this body scheduled for June 21.

 
He  supported the proposal on the composition of the commissions and committees of the NCDF,  and shared concerns about the requirements  which a single opposition candidate in the presidential election should correspond to. 
 
"First of all,  a single candidate  must give prior consent to his nomination. If  he is nominated, a single candidate must be in Azerbaijan to participate in the campaign.  Prior to the election campaign  a single candidate must win the support of the international forces interested in democratic reforms in Azerbaijan," said Ibrahimbeyov.
 
National Council should also provide the necessary action in the event of unjustified refusal of the Election Commission to register a single candidate nominated by the Council. The  Council must be prepared to support a possible widespread public protest.
 
A dispute situation due to the falsification of  the election results can also cause a public protest, and the single candidate should be ready to lead till the end the protesters, in order  not to repeat the mistakes of the past.
 
Single candidate must  agree to perform his presidential duties no longer than two years in case  if he wins the election. After the election, during the first month should be done the following:
-  to form a transitional "Interim  Trust Government" on the basis of the personnel of the National Council of Democratic Forces;
-  to freed from the censorship of all media (including radio and television), financed from the budget;
- to remove obstacles to the establish private TV and radio stations;
-  to start the creation of the free trial at all levels;
- to dismiss within six months the current parliament ( taking into account that the president does not have such Constitutional right;  he should use all legal means, including a referendum);
-  to hold a  referendum on constitutional reform,  providing for the real balance between the branches of government, the reform of public administration, the formation of the government on the results of the parliamentary elections on a mixed proportional-majority system, the expansion of the powers of local self-government, the introduction of urban municipal councils and municipal elections for the heads of executive power, and etc.
-  to elect a new parliament within one year, and to form on the basis of  election results, the  government accountable to parliament;
-  to announce the election of the President three months after the election
 
During the transition period, the president  carries out a  foreign policy in accordance with the Founding Declaration of the National Council, the priority of which is a fair settlement of the Karabakh conflict, the liberation of the occupied Azerbaijani territories.
Ibrahimbeyov said that he would return to the country after the completion of his meetings  on  informing the international community about the goals  of the NCDF, and in particular, the visits to Europe and Turkey.
 
Ibrahimbeyov said that he is ready to support a single candidate, who will be  nominated by the NCDF. "But I repeat, if the National Council still stops on my candidacy, I will accept this proposal, and will do my duty to the people, despite all the difficulties,"  said in conclusion Ibrahimbeyov. –06D-
