There is not a Electoral Code there is no ban on discussions in social networks - a lawyer
Baku/09.02.18/Turan: Social networks are now the place where open discussions of citizens take place against the backdrop of total control of the authorities over traditional media. This is what disturbs the head of the CEC, who suggests controlling social networks during the presidential election, stated a lawyer in the field of media Alesker Mammadli, commenting on Turan.
The appeal of the head of the Central Electoral Committee Mazahir Panahov to monitor social networks from February 8 and punish those who conduct "illegal propaganda." Taking social networks under control is unrealistic, despite Panahov's calls, Mammadli said, adding that there are no articles in the Electoral Code that prohibit discussions, pluralism and expression of opinions in social networks.
As for the pre-election propaganda, according to the law, all candidates must be provided with equal conditions and the election participants undertake certain obligations. However, in social networks, the introduction of any restrictions is impossible, just how to block social networks, Mammadli said. -03B-
