A Refugee from Lachin, Victim of Police Torture

Director of the Public Association, "Center for Equal Opportunities", Rafik Tamrazov spoke about police brutality at today’s news conference at the Media Center.

According to him, a 20-year-old IDP from the Lachin region, Sanan Askerov, December 12 was forcibly taken to the No 15 Sabunchu police. There, he was beaten, in order to make him confess to a theft.

Sanan Askerov, like many displaced people, lives in a holiday camp in Pirshagi village.  He has no steady job, only part-time labor. Police believe he was involved in the theft, which took place in the village.

For two days, Sanan Askerov was illegally detained at Department No 15, and then taken to the police in Sabunchu where he was tortured and beaten. According to Sanan, a man named Adalat beat him.  There is a man named Adalat at the Sabunchu police office, who is the chief of the Criminal Investigation Department.

After severe beatings, on December 14, Sanan was transferred to a prison in Kurdakhani, and was appointed state attorney Qurban Kazimov, where he found that his client bears numberous marks on his body from the torture and beatings.

According to Rafik Tamrazov, Askerov’s relatives have written an appeal to the head of the Interior Ministry, Prosecutor General and Ombudsman. As a result, Adalat revisited Sanan in Kurdakhani prison where he again was severely beaten and promised to rape him next time.

Rafik Tamrazov believes the police want to accuse Sanan of several unsolved crimes in order to improve their formal performance. However, even under torture, it was not possible. Sanan Askerov is now prosecuted under articles 177.2.3 and 177.2.4 (theft), however, there is no evidence.

Sanan Askerov’s mother Raisa and numerous neighbors attended the press conference. All unanimously stated they have known Sanan since childhood, and have never noticed any tendency towards theft. They all vouch for him, emphasizing his honesty and integrity.

Today the Court of Appeal will consider the application from Sanan Askerov’s attorney to change the restraint measure against his client. -04C-
