Despite the defeat of Azerbaijani civil society, which is now trying to reunite and work while living in a foreign land, new non-governmental forces appear in the country, pointing the authorities to its mistakes and trying to improve the state. Baku historian, writer, author of the invigorating history story and the Karabakh war story Died Risky (published in 2018) Elmar Abbasov finds errors in the traffic police in the city and seeks to eliminate them. For three years of such activity, Abbasov managed to change and install traffic signs in two places of the capital, send to the city traffic police office 20 appeals with video recordings of incorrect work of police officers. On 10 such appeals a constructive response was received.
Elmar Abbasov installed a video recorder in his car that continuously records everything that happens behind the windshield. At home, he rewrites the videos into the computer's memory, and having collected about ten recorded incidents of non-compliance of signs with the requirements of the traffic situation, he sends a letter and a disk with records to the Traffic Police Department by regular mail in order to receive a delivery receipt to the addressee.
Abbasov answered the questions of Turan news agency, saying that over five years of communication with the leadership of the Baku traffic police, he was convinced that a direct appeal to this department went unnoticed. If you file an appeal or complaint with the Ministry of Internal Affairs, then the effect is found very quickly. Abbasov receives a proposal to deal with the situation on the spot and the officers go with him to study the claims of the activist. The second property of our police that he noticed: until an accident occurs at this place, the proposal of Abbasov will not be taken seriously. The activist has to wait for the wrong road sign "to manifest itself", then a letter to the Office with a reminder attached to it about a recent accident at a particular place puts officials into action.
Abbasov spoke about the "victories over the traffic police". In the village of Zabrat there is a Technical Center for checking the condition of cars, well-known to drivers who are forced to undergo regular vehicle inspections there. Previously, there, at a car bridge, cars leaving the Tech Center were deceived by the burning green light of a traffic light, not knowing that the cars moving on them are also guided by the green light, but already burning for them. That is, the traffic light gave permission to move both those cars that drove from the bridge to the city and those that left the Tech Center. After the complaint of Abasov, there was installed a sign indicating obligatory movement to the right - the emergency situation was eliminated.
The first correction of the traffic situation was carried out by Abbasov on G.Aliyev Avenue, from where cars go to the Koroglu metro station. There, a year ago, at his suggestion, the "Give way" sign was installed. Previously, drivers from both directions were guided by the principle of "left handicap", which led to accidents. When investigating the traffic situation in this area, the police officer was convinced of the correctness of Abbasov"s claim personally, having got into an emergency situation due to an incorrect traffic sign.
In Baku, road signs and signs have been installed so that Abbasov has enough work for more than one year. There are a lot of misplaced parking signs in Baku. At the crossroads of R. However, he endorses some of the innovations put forward by the police themselves. Abbasov considers the extension of the term of bringing to administrative responsibility for traffic violations for a year to be correct. Previously, this period was limited to three months.
He believes that on the roads there is a real war of boors against law-abiding drivers. He urges drivers to be more active in the fight against road rudeness, invites the state to welcome the help of community activists and even give them the official status of "people's policeman" with the right to help state road police officers. He is aware of several activists like him who are not indifferently passing by violations on the roads of Baku. "My goal is to ensure that auto-boors are wary of not only the police, but also each of us," added Elmar Abbasov in an interview with Turan.
