Approved Action Plan for Promotion of Open Government
President Ilham Aliyev approved the National Action Plan for the promotion of open government in 2012-2015.
As noted in the preamble of the document, the plan is based on the principles of greater transparency in government, and is to ensure accountability, increase public participation, the use of new technologies.
The paper recalls that Azerbaijan joined the International Partnership Initiative Open Government in 2011
The plan calls for simplification of the public information and conduct training for this purpose for officials responsible for providing information.
In addition, state agencies are required to regularly inform the public about their work through the website, put on their annual reports.
State agencies are also required to hold regular press conferences and establish direct contact with the public.
It is also envisaged the involvement of civil society in the drafting of legislation.
State agencies will also conduct civil forum on the "open doors."
It is planned to expand electronic services.
Along with this, it is planned to increase transparency of financial control through regular performance reporting.
Activities of tax authorities should be given in accordance with the code of tax transparency IMF.
The plan assumes the continuation of cooperation with local and foreign companies operating in the mining industry and NGOs.
It also assumes publication of annual reports on the application of EITI in Azerbaijan in the mining industry.
In addition, the plan includes measures to support financial institutions of civil society participation in the efforts to achieve the objectives of the Open Government. -06D
