Azerbaijan does not a state program to solve the problems of street children
Roundtable discussion "International support programs to eliminate children homelessness and violation of their rights" was held on Wednesday at the "Modern" hotel.
The organizers of the roundtable discussion is the International Organization for Migration, the State Committee for Family, Women and Children, and the National Forum of NGOs of Azerbaijan.
Representatives of the Ministry of Internal Affairs, Ministry of Education, Ministry of Justice, Ministry of Youth and Sports, the executive authorities and civil society discussed the issues of children homelessness, assisting victims of trafficking, and others.
"Every year the world's 20 million people are victims of human trafficking, one and a half million of them are children. In Azerbaijan, there is a serious problem of child labor. To solve the problems it is necessary to take preventive measures," said the head of the UN mission in Azerbaijan, Sehran Aktorpak.
The deputy chairman of the State Committee for Family, Women and Children, Aynur Sofiyeva, noted that in Azerbaijan there is a "perfect legislation for children's rights" and numerous state programs are implemented. So, together with UNISEF implementing a program to homeless children. She also noted that in 2012, from early and illegal marriages 4,000 children were born.
The discussions touched on the necessity to form a positive image of government agencies, and it is not right to intimidate children by police. "The police should become friends of children, and it is necessary to change the system of relations," said Gunel Ibrahim, the Director of the Forum of National NGOs. According to her, they should apply the U.S. experience, where the restaurants feed street children.
According to a report by the National Coordinator for Children's Rights in 2012, executive agencies have not prepared a package of social, legal, educational and other measures to eliminate the causes creating the conditions for homeless children, said the representative of Azerbaijan Migration Center, Asima Nasirli.
