Ogtay Gyulalyev's health has improved significantly, however...
Baku/27.04.21/Turan: Significant progress is observed in the health of the Human rights activist Ogtay Gyulalyev. “Father is already listening attentively to our questions, reacting to them with gestures. He consciously reacts to the news he listens to. He gives us signs with his hands, tries to say something,” Tabriz Gyulaliyev told Turan.
Four surgical operations made in Turkey with the financial assistance of the Heydar Aliyev Foundation played an important role in improving the activist's health.
“After the accident, there was only a 20 percent chance to survive. In Turkey, we were told in the beginning that the chances of waking up from a coma are slim. But today I can say with full confidence that as a result of the treatment my father has already come out of a coma,” continued the son of the human rights activist. Full return of Ogtay Gyulalyev to normal life and getting back on his feet will take a long-term physical and therapeutic treatment and taking medications.
However, nurses who provide assistance in the United Administration of Territorial Medical Units (UATMU) in treating a human rights defender are not paid a salary for three months and for this reason, they will not be able to perform their functions from May 1.
In addition, according to him, not a single state structure has been helping with the purchase of medicines for the past five months.
“Therefore, we have concerns about the further procurement of the necessary drugs. And the nurses' departure, unfortunately, will complicate our situation,” Gyulalyev said.
The UATMU could not be reached for comment.
Oktay Gyulalyev was hit by a car at a pedestrian crossing in the center of Baku on October 29, 2019. He was taken to the hospital, but he was operated on only on October 30 in a private clinic by the surgeons of the Republican Neurosurgical Hospital.
On January 25, the Nasimi District Court of Baku sentenced driver Kanan Abdullayev, who caused serious damage to the health of human rights activist Ogtay Gyulalyev, to 2 years 3 months in prison with serving his sentence in a penal jail. The court found him guilty under the Article 263.1.-1 (violation of the rules of the road and the operation of vehicles, which inadvertently entailed serious harm to the health of the injured person) of the Criminal Code of Azerbaijan. In addition, Abdullayev was deprived of his driving license for three years. —21D-

The COP29 conference concluded in Baku, leaving behind a trail of controversy and criticism. Renowned historian Jamil Hasanli characterized the event as a vivid reflection of governance problems in Azerbaijan under President Ilham Aliyev. Hasanli, a staunch critic of the administration, described COP29 as an expensive spectacle that exposed systemic failures and intensified international scrutiny of Azerbaijan's political and economic structures.
