Experts believe that it is necessary to speed up the process of obtaining mine maps

Baku/09.07.21/Turan: On July 8, two more civilians were blown up by a mine on the territory of the Fizuli region liberated from occupation. One of them was killed and the other was seriously wounded.

On July 3, with the mediation of Russia, Armenia handed over mine maps of the Fizuli and Zangilan regions of Azerbaijan; in exchange, Azerbaijan handed over 15 people of Armenian origin to Armenia. It is reported that by the decision of the Baku Serious Crimes Court, these persons were sentenced to 6 months in prison.

Now, two other groups of Armenian citizens are being tried in court. According to some experts, it is expected that most of them will also be changed to mine maps of other liberated areas. Some believe that the issue of mine maps should have been reflected in a statement signed on November 10, 2020.

If civilians continue to die after mine cards have been issued, should the exchange process continue? Should the issue of mine maps be reflected in the November 10 statement?

Member of the Milli Majlis Committee on Defense, Security and Combating Corruption Elman Mammadov told Turan that everyone is free in their opinion. “But it seems to me that our Supreme Commander-in-Chief, who commanded our victory in the 44-day war, knows better how to resolve these issues. “I know what, when and how to do,” said Mr. President in one of his speeches.

According to the deputy, the international law provides that the losing side fulfill all the conditions of the winning side.

“At the same time, it must unconditionally hand over the maps of the extracted territories himself. If it has not done so, then it is a new crime in accordance with the relevant international conventions. That is, when Armenians do not voluntarily issue cards, they commit a new crime, because it leads to the death of innocent people,” he said. The committee member noted that Azerbaijan would receive the rest of the mine maps as well.

“We will also receive them under certain conditions. Azerbaijan has many instruments of pressure on Armenia. At the same time, and without a map, we began work on demining the territories from the day the war ended,” Mammadov said.

Political analyst Azer Gasimli said that the issue of issuing mine maps might be partially reflected in a statement on November 10. “According to this agreement, communications between Nakhchivan and the main part of Azerbaijan were to be restored on November 10. However, you see that Armenia does not fulfill this. If the issue of mine maps had been in this agreement, it would not have been fulfilled either,” he said.

According to the expert, this agreement was necessary only for the entry of the Russian military contingent into Karabakh.

“It’s not worth looking for something else. Phrases like “Armenia surrendered, Armenia knelt down” are just words. That is, the goal of this whole process was for Russia to dominate the region, and this was reflected in the document of November 10,” he said.

Gasimli noted that by announcing the ongoing trials of the citizens of Armenia as terrorists, Azerbaijan shows that they will receive long terms of imprisonment. Naturally, this further

pushes Armenia to provide mine maps. This is a mutual deal. He stressed that there is a problematic moment for Azerbaijan.

“Now there are rumors that these mine maps do not really reflect the truth. Therefore, the main focus here will be on the verification of these particular mine maps and their subsequent adoption as a subject of the tender,” he said.

The political scientist believes that if it were not for the captured Armenian soldiers, then Azerbaijan would not have been given mine maps. “We will be asked for other things. In reality, it should not have been. Armenia should not have acted in this way, and should not have forced Azerbaijan to such actions. I see the fault here in the past and present leadership of Armenia”.

He stressed that there is a Russian factor in the region, which constantly confuses and tears puzzles in order to keep control in their hands. “That is why the situation is so bad. Neighboring countries do not trust each other and trade openly. But we have no other way," Gasimli said. — 0—
