On July 12,  Hilal Mamedov ,the arrested human rights activist and editor of the newspaper "Tolyshi Sado", was sent to the National Drug Dispensary for examination for the presence  of drug in his blood and urine, according to the Institute for Peace and Democracy (IPD.)    Hilal Mamedov , who suffers from asthma, was taken to the Dispensary in a stuffy  wagon with twenty drug addicts and patients with tuberculosis, what is  itself a torture.   ...
