How fair is the distribution of financial assistance to universities?
Baku/09.24.19/Turan: In 2019, allocations were made from the state budget of the country to universities of the country. The ADA University received the most funds - 17 million 556 thousand manats.
The branches of international universities also received support: a branch of Moscow State University received 11 million 530 thousand manats, and a branch of the Moscow State Medical University received 5 million 399 thousand manats.
Compared with branches of foreign universities, significantly less funds are allocated to local universities from the state budget.
Thus, Azerbaijan Medical University received 1 million 263 thousand manats, Baku State University - 720 thousand manats.
Education expert Kamran Asadov believes that state universities should not receive assistance from the budget at all.
Since 2011, universities have been transferred to self-financing. State universities are public legal entities, and they have autonomy.
Therefore, they should not receive assistance from the state. There are 26 thousand students at BSU and about 18 thousand of them study on a paid basis. At least 2500 manat is paid for each of them as tuition fees, and about 45 thousand manats are transferred to the university"s budget.
ADA University and branches of Moscow universities are not public legal entities. Their student contingent is not so large and budget funds are allocated for the construction of new buildings, Asadov said.
He also noted that Azerbaijani universities do not appear in world rankings, or in low places.
"However, Moscow State University and Moscow Medical University have high ratings and form a competitive environment in Azerbaijan," he said.
However, not everyone agrees with this opinion.
The allocation of funds to foreign universities and the ADA University, which is considered close to the authorities, is perceived as a violation of the principle of justice. Thus, the budget of ADA University is 76 million manat and 1 thousand people study there, and the budget of Baku State University, where 26 thousand people study, is only 40 million manat. -21C06-
