Co-Chair of the Helsinki Citizens' Assembly (HCA) and the head of its National Committee Arzu Abdullayeva said that by blocking the gas and electricity the power punishes the entire population. However, the responsibility of debtors should be personalized. "There is no concept of collective responsibility, so neither prosecutors nor the court can bring the whole village to justice," she said.
The violence in Nardaran is a manifestation of fear of the authorities before the events in the Middle East.
Due to the weakening of civil society, the authorities behave quite freely. However, instead of punishing the citizens, it is necessary to increase their cultural and educational level. In this regard civil society is an assistant, not the enemy of the state, said Abdullayev. -05B-
