Baku/05.01.21/Turan: Chairman of the Baku Human Rights Club (BHRC) Rasul Jafarov was invited to the investigation department of the General Prosecutor's Office on 4 January. During the meeting, Jafarov presented a number of documents on the "Terter case". "The hope was expressed for a full, comprehensive and objective investigation," the BHRC said in a statement.

On December 18, the Prosecutor General's Office, the State Security Service and the Interior Ministry announced an updated investigation into the "Tartar case" and informed about the formation of a new investigative team. At the same time, the BHRC officially appealed to the General Prosecutor's Office to express its readiness to assist in the investigation.

According to Jafarov, the previous investigation was accompanied by gross violations of the rights of suspects and the use of tortures against them.

*On May 7, 2017, the General Prosecutor's Office, the State Security Service, the Defense and Interior Ministries of Azerbaijan informed about the detention of a group of servicemen and civilians for espionage in favor of the Armenian special services.

The Prosecutor's Office opened a criminal case under Article 274 (high treason) of the Criminal Code.  The detainees were sentenced to various terms of imprisonment. However, it soon became known that during the investigation, at least 11 suspects were killed as a result of tortures. Four of those killed were later acquitted, and the investigators who fabricated charges against them were sentenced to various terms of imprisonment.

**In June of this year, 24 members of PACE initiated an initiative to investigate tortures in Azerbaijan within the framework of the "Tartar case", and appoint with that end a rapporteur of the Assembly.

An appropriate document was published on PACE website on June 25 under the number 1551. The initiator of the investigation was Italian Senator Roberto Rampi.

The authors of the document linked the necessity of the investigation to the facts of large scale tortures in "Terter case" which claimed lives of over 200 servicemen, 11 of whom died.

Note that twenty-five people were convicted of treason on the basis of information obtained during interrogations under tortures and sentenced to imprisonment ranging from seven to twenty years.-06B-
