Due to the fact that the former teacher, who was offended by the director of the private kindergarten Kids Studio, transmitted to Azxeber.com a videotape with the facts of child abuse, it became known that children's institutions can operate comfortably in Azerbaijan without a licensing license from the state. The Cabinet of Ministers rule requires that kindergarten owners receive a license from ASAN Hidmet, which applies to the Ministry of Education to confirm the quality of the premises for kindergarten, sanitary and hygienic conditions and some other parameters. The head of the Public Relations Section of the Ministry of Education Jasaret Veliyev informed, there were no appeals to the Ministry of Education about the license for Kids Stiduo.

It is characteristic that among the conditions listed by G.Veliyev for issuing a license, there is no requirement for professional preparedness, length of service and education of kindergarten workers. After the scandal that broke out in June, the owner of Kids Studio N.Museibova announced the dismissal of the guilty employee (who "did not beat, but shook the children"), and then about the termination of the kindergarten. It turns out that if her former subordinate had not publicized the video, the "object" would continue to work, and the employees would beat the children? And Museibov did not say a word about her responsibility for the incident, accusing only the distributor of the video: "the woman was fired from the kindergarten for theft, and took revenge" ...

The scandal revealed an amazing atmosphere of lack of control in pre-school educational institutions: J.Veliyev reports that the Ministry of Education does not have the right to check and monitor the work of private kindergartens, since these institutions are subordinated only to district executive bodies.

After the transfer of control to the district Executive Power, the permissiveness, the cost of the services, the cost of the services, the psychologically unbalanced people, as it happened in the Kids Studio, have grown in these kindergartens," human rights activist Avaz Hasanov said.

Kids Studio is located in the Yasamal district of the city of Baku, but it turns out that the district's Executive Power cannot interfere in the kindergarten affairs, since it is a private enterprise that can only check Baku's Executive Power, the district authorities told a question from Report.az. And in Baku, they said that they control only state kindergartens: "Private kindergartens are under the control of the Ministry of Education, which is why the executive power does not issue licenses to private kindergartens," explained in Baku. The circle of irresponsibility is closed.

The State Commission for Family, Women and Children Affairs explained: to private kindergartens the certificate is issued in the Ministry of Education. The incident in Kids Studio is being investigated in the State Commission, information is collected, after which a decision will be made. Regardless of the subordination of the preschool children's institution, for cruelty to children, its employees are accountable to the law and law enforcement agencies can be held accountable.

A lot has been said about the shortcomings in education, living conditions and nutrition in the Azerbaijani state and kindergartens. No matter how bad it was in them, the parents are forced to send the children to the gardens, because they must work, moreover, the Ministry of Education has introduced an order according to which the first grade of general schools are accepted by children, the day before the last one-year training in kindergarten. Since May 2018, the Milli Majlis has amended the Education Law, according to which children will be admitted to kindergartens not at three years, but at one year's age.
