However, Makhmudov's lawyer Javid Rzazadeh told Turan that "reports of Makhmudov's death are not true.

Makhmudov was born in 1956.
He served in the Interior Ministry between 1980 and 2004.

Between 1993 and 2003. Makhmudov headed the department for combating economic crime, the successor to the notorious Soviet "OBHSS".

In 2004 Makhmudov was appointed head of the Ministry of National Security and brought former police officers to the top of the security services.  During Makhmudov's years in charge of the MNS, the practice of blackmailing and extorting businessmen became widespread.

In 2015, the MNS was abolished and many of its department heads and other officials ended up behind bars. Makhmudov himself escaped arrest; however, he was repeatedly summoned for investigation.

The international journalism network OCCRP has uncovered a large number of business assets of Mahmudov's family members in Azerbaijan and abroad. -06D-
