 Civil society activist, a member of staff "Kura", Mahbub Zulfugarli  was attacked on July 19 in the  Imishli region. In a statement submitted to the police office of  Imishli, Zulfugarli said that  at about 10:00 am local time, Alimuhtar Hasanov, without any reason insulted him told bad words , and tried to  hit him. Hasanov  demanded from Zulfugarli to stop complaining about the local officials to higher authorities. Only after the intervention of the witnesses, the assailant  run away. The incident was recorded ob surveillance cameras of the  local post office.

Zulfugarli appealed to the Deputy Chief of Police District, Intizar Mirzoyev, to take measures to prevent such provocations in the future. This is not the first incident with the activist, who along with other citizens fights for the rights of people affected by floods in 2010 Kura. Zulfugarli also repeatedly complained to the central state bodies on the arbitrariness and corruption of local officials.

More than 460 million manat allocated by the government to eliminate the consequences of the flood  were stolen by officials. Head of civil society “Kura” noted embezzlement when issuing lump sum payments, the construction of houses and infrastructure. Many of the issues  remained unsettled.

One hundred  and thirty families appealed to courts with lawsuits against the Ministry of Emergency Situations of Irrigation and Water Management, as well as local executive authorities. Many legitimate claims are still not satisfied.

Eight regions  of Kura  lowland  were affected by the floods  in  2010, when more than 100 hectares of land, more than 20,000 homes were flooded. -0
