Not all scientists received the scholarships promised by the president for their scientific title
Baku/12.03.21/Turan: The author of several scientific and publicist books on the field of communications, Abdul Kahramanzade, has not received an addition to his pension in the amount of 120 manat for his Ph.D. in technical sciences since the new year.
“A presidential decree has been issued that these supplements will be paid as presidential scholarships. Earlier there was a gradation - for candidates 100 manat, doctors -120, academicians -190, then according to the presidential decree there will now be two gradations: academicians and doctors of sciences – 200 manat, candidates of sciences 120 manat. I have been receiving this supplement for more than 10 years; now from my pension it was removed. This decree signed by the president, which was supposed to come into force in January 2021, has not been implemented for three months,” Kahramanzade told Turan.
Having contacted the Ministry of Labor and Social Protection of the Population, we learned that on December 30, 2020, a government decision was made to eliminate pension allowances for a scientific degree. Instead of allowances, a presidential scholarship has been established for pensioners with a scientific degree and on the condition that they have worked in their profession for at least 25 years. The amount of payments has been changed: from the beginning of 2021, a presidential scholarship is issued in the amount of 120 manats to the pension for a scientific degree of candidate of sciences, and a presidential scholarship for doctors of sciences and academicians in the amount of 200 manats. Presidential scholarships are due from January 2021.
As it turns out, not all retired scientists received the promised presidential scholarships.
The information service 142 of the Ministry of Labor and Social Protection of the Population told Turan that transfers of finance for the payment of presidential scholarships to retired scientists are being made in a timely manner. Individual non-payments are possible due to the absence of accounting documents or incorrect information in them. In each case, retirees must go to the Dost Centers to resolve the problem and submit their documents certifying their eligibility for the presidential scholarship. –0—
