Notary prepares to switch to electronic services
Notary’s offices will compusory switch to transactions using electronic signatures, said Mehman Soltanov, the head of the Notary Office Ministry of Justice at a round table on "Current status of the notary sphere and the reforms. E-Services."
According to Soltanov, relevant draft has been jointly developed with the Ministry of Economic Development. After the document comes into force, a certificate of real estate, including tariffs, positions and market prices, will be able to get in an electronic database of notary offices. According to him, innovation is likely to be adopted in the second half of the year.
The official cited examples of numerous applications in the form of housing and communal office N 2, which can cause loss of time and nerves. The innovation will allow citizens to obtain certificates and other documents within half an hour.
The Ministry of Justice said that the law on notary activity should be modernized with the use of electronic signatures. More than a third of notaries practicing private activity, creates additional difficulties in the application of new technologies.
Soltanov reported that the Ministry of Justice responds promptly to complaints of citizens against notary services. Since the beginning of the year, seven notary offices were warned for deficiency, three state notaries reprimanded. Soltanov sees one of the ways to improve the activity of the notary offices in an increase in training and refresher courses.
During the round table, organized by the local representative of an international network of anti-corruption «Transparency International», a number of experts called the activity of notaries in Azerbaijan unsatisfactory.
