PCTA questioned reliability of State Statistics Committee data
Baku/19.05.23/Turan: The Public Council of the Talysh of Azerbaijan (PCTA) issued a statement in which it expressed disagreement with the data of the State Statistics Committee of Azerbaijan on the results of the 2019 census on the number of the Talysh people.
The statement of the PCTA points out that the results of the 2019 census were not made public to the general public by official bodies, including the State Statistics Committee.
They were only published in a multi-volume "Statistical Collection" of the State Statistics Committee of Azerbaijan in 2022 with a total circulation of 450 pieces and the results of the census were actually kept semi-secret from the population, the PCTA statement further says.
Only in April this year, information about the number of the peoples of Azerbaijan became public due to publications on "Radio Azadlig" (the Azerbaijani service of "Radio Liberty").
In April, the radio published two articles titled "How has the number of ethnic minorities in Azerbaijan changed over the past 10 years?" (April 18, 2023 https://www.azadliq.org/a/etnik-azliqsay/32368672.html?mibextid=Zxz2cZ ) and "And how many percent of ethnic minorities in Azerbaijan speak their own language (April 26, 2023 https://www.azadliq.org/a/etnik-azliqdil/32379995.html ).
"Radio freedom" in the first text tells about reduction in the number of ethnic Talysh with 112.000 in 2009 to 87. 578 in 2019, that is 22 percent.
In the second article, "Radio Azadlig" indicates that among 87,578 Talysh, 51 percent indicated Azerbaijani as their native language, and 49 percent – Talysh.
The PCTA considers these statements to be untrue and believes that in all censuses in Azerbaijan, the number of Talysh "was falsified and underestimated."
There can be no real reason for the trend of underestimation, because there have been no epidemics in the southern region of Azerbaijan, where Talysh live compactly, and the birth rate among Talysh is higher than in other regions of Azerbaijan, the PCTA believes. Moreover, in general, the population of Azerbaijan is growing.
The PCTA condemns the falsification of census data and calls for the equality of rights of all peoples.
*According to the official data of the 1989 census (the last census in the USSR), 21,169 Talyshs lived in Azerbaijan, 75,863 in 1999, 112.000 people in 2009. –06B-

In 2017, the Sumgayit City Court ruled to evict the Aliyev family—refugees from Gubadli (Akper, Sarvinaz, Ramil, and two other family members)—from an illegally occupied apartment in the 12th microdistrict, Building 7A, Apartment 35. The court ordered the property be returned to its rightful owner, Samaya Aliyeva. However, the Ministry of Justice intervened, citing a presidential decree from July 1, 2004, which approved a state program for improving the living and working conditions of refugees. Under this directive, refugees without alternative housing cannot be evicted until they are provided with a replacement residence by the Executive Authority.
