Development of the non-oil sector of the country, violations in the relations of employers and workers, and conditions of detention of prisoners are the leading topics of today's press.

The Azerbaijan writes about the increase of production and exports in the non-oil sector, as large industrial enterprises are being created in the country. As an example Sumgait Chemical Industrial Park is given.

The author also gives statistical data, according to which in January-March in the non-oil sector a VAT was created for 8.6 billion manat, which is 2.4% more than the same period last year.

Currently, 33 agro-parks are being established in 24 districts of the country. 1.1 billion manat was invested in their creation, and the territory covers 142 thousand hectares.

The Novoye Vremya writes about the system of relations between the employer and the employee. Recently, serious steps have been taken in Azerbaijan to introduce labor relations into a more or less civilized channel and to protect workers' rights.

In the private sector, the practice of "gray wages" is still in effect, and workers still do not enter into employment contracts.

The duration of leave stipulated by law is not respected, including in connection with pregnancy and childbirth. Often leave is not given or is unpaid.

Today, 71.6% of the country's population is at an effective age. Such an excess of labor in the market gives an advantage to employers.

The Echo writes about convicts in Azerbaijani prisons, the number of which remains stably high. Among the convicted are many people with tuberculosis, hepatitis, HIV and syphilis.

The epidemic situation of tuberculosis remains unsuccessful. Often these people are kept in ordinary cells together with healthy convicts, because prisons are almost overcrowded.

In recent years, the number of people serving a sentence for drugs has risen sharply. The level of recidivism remains high. For the former convicts it is still difficult to build their life on the loose. State agencies do not help them to adapt.
