The oppositionist arrested for bank debt
Member of the Khachmaz regional branch of the Musavat party Bakhtiyar Amrahov was arrested for 10 days because of a bank debt, according to the Deputy Chairman of "Musavat" Elman Fattah. He said that before the devaluation Amrahov received $4000 loan in the bank. He had only 900 dollars left unpaid, and now bank orders him to pay a debt of up to $ 2,000.
Fattah considers unlawful the arrest of an oppositionist because of the bank debt, because in this case it is necessary to put debtors on a massive scale, because the size of problem loans is 3 billion.
Bank expert Akram Hasanov told Turan that in 2016 there were several cases of such arrests.
Such arrests were made with reference to the Article 528 of the Administrative Offenses Code.
"However, this Article provides for arrests in cases of malicious evasion of payment of a debt. But if the citizen does not have the opportunity to repay the debt, or his income is below the subsistence minimum, this is a valid reason," Hasanov said. According to him, court executors do not voluntarily initiate arrests - representations are made by banks themselves.
"Tens of thousands of citizens cannot pay their debts. The problem cannot be solved by arrests. We need to find a solution to the problem and it is not in administrative arrests," Hasanov said. -05D06-
