Baku/05.07.23/Turan: The final report within the framework of the initiative "Measuring information transparency of state structures" of Azerbaijan was presented to the public today at an event at the Ibis Hotel Bakı in the capital. According to the project manager, media law expert Alesker Mammadli, such studies have been conducted for several years.

The current report covers the monitoring of information resources of government agencies in the period from January to March 2023.

The head of the monitoring group, Nasimi Mammadli, said that the study covered the websites of 17 ministries, 7 state committees, 19 public services, 30 agencies, 20 open and closed joint stock companies, 28 foundations, offices, LLC centers, 16 companies, institutes, etc. In total, information resources of 151 state structures were conducted. Transparency was assessed by 13 parameters and 59 criteria.

Mammadli drew attention to the increase in public services provided to the population by these structures. In 2020, the number of services was 774,  an this year - 1041.

In the top five in terms of information transparency, the websites of the state tax service, the Agency for the development of small and medium-sized businesses, the State Customs Committee, the Ministry of Finance, the Ministry of Labor, etc.

Outsiders include the websites of Baku Taxi LLC, the Crisis Management Center of the Ministry of Emergency Situations, the State Social Protection Fund, and the Center for Economic Reforms.

The report indicates that a number of government agencies have not yet formed an information infrastructure that meets the requirements of the law on obtaining information.

On some resources, the platforms for sending requests are not well developed enough.

And on a number of websites of government agencies there are no options for information requests at all.

Among the shortcomings, the absence of information on the websites about the expenditure of budget funds is noted as a rule. Information is also unavailable about the criteria for selecting contractors in state procurement, lack of transparency in the sale of property, etc.

The authors of the report proposed to eliminate these shortcomings and put forward a number of recommendations to improve the information transparency of the resources of state structures.  ----06B----
