What are the results of the ceasefire?
Head of the Journalism Research Center "Doctrine", Jasur Sumerinli held a press conference on the theme "20 years of ceasefire regime: political and military aspects."
He noted that over the past 20 years after signing the "Bishkek protocol" on ceasefire the situation in the Karabakh front has changed dramatically in terms of arming the parties, logistics, and telecommunications means.
Ceasefire is violated almost every day. Regardless of the fact which side violates ceasefire, only Armenia which has occupied the Azerbaijani territories is responsible for that.
According to the "Doctrine", over 20 years 610 Azerbaijani soldiers were killed on the front. The total number of injured exceeds 710 people; 120 Azerbaijani soldiers were killed by mines. Another 200 were wounded from mine explosions.
Over 20 years 15 civilians were killed, and more than 40 wounded by enemies; 18 civilians were blown up by mines, and another 25 were injured. Sumerinli noted strengthening the defensive might of Azerbaijan, and its military superiority over Armenia. However, Russia which serves as the impartial mediator, co-chair of OSCE Minsk Group, provides military support to Armenia. Russia supplies arms to Armenia on preferential terms, and sells arms to Azerbaijan at market prices. Thus, Russia supplies with weapon both sides, what means the preservation factor of war in the region.
The situation around Karabakh conflict provides more approaching a new war, rather than approaching peace between the sides. Sumerinli also considers important transference by the sides to each maps of the mined areas. Sumerinli believes that the prospects for a peace agreement are postponed due to democratization in Azerbaijan and Armenia. According to the expert, to achieve a real solution to the conflict the involvement of NATO and the UN to the process is necessary. - 05C06 –

In 2017, the Sumgayit City Court ruled to evict the Aliyev family—refugees from Gubadli (Akper, Sarvinaz, Ramil, and two other family members)—from an illegally occupied apartment in the 12th microdistrict, Building 7A, Apartment 35. The court ordered the property be returned to its rightful owner, Samaya Aliyeva. However, the Ministry of Justice intervened, citing a presidential decree from July 1, 2004, which approved a state program for improving the living and working conditions of refugees. Under this directive, refugees without alternative housing cannot be evicted until they are provided with a replacement residence by the Executive Authority.
