Terror under Guise of Renovating Housing in Khanlar Street

Baku / 03.02.18 / Turan: In the evening of February 2, police officers and civilians blocked the entrance to the residential building at 10 Khanlar Street, Dmitri Lugansky residing in this building told Turan.

Further, unknown men broke the doors of his apartment and began to take out things. All this time Dmitry was in front of the house, surrounded by policemen who did not let him into his own apartment on the 3rd floor. After everything was taken away and the window frames and even a balcony were broken, Dmitry was allowed to come.

"There I saw a representative of the executive power of the Sabail district Vugar Mammadov and representatives of the construction campaign Sabah Residence, said Dmitry.

Inviting his lawyer, Lugansky turned to the police and the executive, demanding to stop the lawlessness. However, it had no effect.

"This violent act was preceded by threats and pressure. They threatened me and my family. This violation of property rights occurs, despite the fact that my complaint is in court. Twenty-five families of our house do not agree with the proposed conditions in the form of compensation of 1,500 manat per square meter.

As for the offer to provide an apartment in the same place after the construction of new housing, the company Sabah-Residence, which wants to build here, does not give any guarantees. They simply propose signing a paper that has no legal force," Lugansky said.

"All my valuables were taken from my apartment, including jewelry, paintings, furniture, etc., and I do not know where they are now. Such treatment of people is an outright barbarism. I fought in Karabakh, but they treat me like a criminal. I am compelled to address the head of state and the Russian Embassy with a request to protect me and my family," Lugansky said.

Shahlar Mammadov, who called himself Sabah Residence lawyer, refused to answer Turan's questions on what grounds the company forcibly evicts citizens, not having the court's decision on the matter.

"I provide legal services and do not know other issues," Mammadov said, refusing to give the contact numbers of the builder firm.

Note that such lawlessness occurs in all parts of the capital, where the authorities decide to demolish old housing and build new buildings. However, over many years of demolition of the old housing, the authorities have not learned how to treat people humanely and act within their own laws. -02B--
