In the fight against the coronavirus pandemic, which threatens the very existence of mankind, health workers are reminiscent of soldiers and officers who are now at the forefront of the war. They are fighting an invisible enemy, risking their health and lives for us. The most difficult thing is that winning the battle does not mean winning the war, the war continues, the coronavirus occupies more territory every day, more and more people die every hour. No matter how hard it is, among those who have died are health workers who are struggling to save our lives, and, unfortunately, new names are added to this black list every day.

I am grateful to the selfless medical workers of our country in these difficult days when humanity is facing one of the greatest trials. Dear compatriots, who have dedicated their lives to the protection of human health, I would like you to know that this gratitude comes from indescribable sincere and lofty feelings. Therefore, I owe it to myself to prepare not only proposals for a decent assessment of the hard work of health workers but also a relevant decision of the Cabinet of Ministers to ensure its speedy implementation, and ask the Prime Minister to get acquainted with these documents and sign them as soon as possible.

Draft Resolution of the Cabinet of Ministers of the Republic of Azerbaijan on increasing state care, strengthening social protection and social security of medical workers participating in measures to combat COVID-19 infection

In order to ensure the implementation of the Order of the President of the Republic of Azerbaijan No. 1947 dated March 18, 2020, guided by Paragraphs 1 of Articles 27, 31, 38, and 41, Paragraph 6 of Article 35, Paragraph 8 of Article 119 of the Constitution of the Republic of Azerbaijan, The Cabinet of Ministers of the Republic of Azerbaijan decides in order to increase the state care for medical workers and volunteers involved in the fight against COVID-19 infection in all medical institutions, regardless of their property ownership:

1. The following changes shall be made to the amounts determined by Part 1 of the Resolution of the Cabinet of Ministers of the Republic of Azerbaijan dated March 25, 2020, No. 112 “On the determination of a temporary supplement to the salaries of medical workers participating in measures to combat a new type of coronavirus (COVID-19) infection” from July 1, 2020.

1.1. 6 times the monthly official (tariff) salary should be paid to employees carrying out preventive medical measures;

1.2. 8 times the monthly official (tariff) salary should be paid to medical workers providing emergency medical services, as well as laboratory workers engaged in the examination of biological material, as well as employees of the Union of Forensic Medical Expertise and Pathological Anatomy and the Azerbaijan Institute of Food Safety;

1.3. 10 times the monthly position (tariff) salary should be paid to employees providing inpatient medical services to patients.

2. A bonus of 500 AZN per month should be paid to volunteers involved in measures to combat COVID-19 infection from July 1, 2020.

3. A lump-sum of 10,000 AZN should be paid to the families of health workers who died of the virus while participating in the fight against COVID-19, and 5,000 AZN to the medical staff receiving treatment for this disease.

4. The insurance premiums required for life insurance of medical workers participating in measures to combat COVID-19 infection should be paid at the expense of the state budget during the pandemic.

5. The children of health workers who died of the virus while participating in the fight against COVID-19 infection should be exempted from tuition fees in public universities, and these payments should be paid at the expense of the state budget.

6. Housing should be provided to the families of health workers who became infected with the virus and died while participating in measures to combat COVID-19 infection.

7. The retirement age for health care workers infected with the virus and recovered while participating in the fight against COVID-19 infection should be reduced to 57 for women and 60 for men.

8. To perpetuate the names of health workers who became infected with the virus and died while participating in measures to combat COVID-19 infection, a memorial plaque should be installed in one of the central parks of Baku and their names should be engraved on that plaque.

The Ministry of Health of the Republic of Azerbaijan and the State Agency for Compulsory Medical Insurance, the Baku City Executive Power together with the Ministry of Finance of the Republic of Azerbaijan shall resolve the issues arising from this Order.
