Baku/06.05.22/Turan: Armen Grigoryan, a Secretary of the Security Council of Armenia, commenting on the results of his meeting with Assistant to the President of Azerbaijan Hikmet Hajiyev in Brussels on May 2, said that there is an understanding in Baku that peace negotiations should begin on the “5 + 6” agenda when six points put forward by Yerevan are added to the points proposed by Baku.
“I did not see it publicly rejected, I did not see during our discussions that they rejected that these two packages should be merged and that negotiations should begin. [On this score] there is an understanding. The Azerbaijani side has this understanding, all our other international partners have this understanding. In other words, the start of peace talks on the 5+6 points is a legitimate approach, and we have seen mutual understanding,” Grigoryan said.
It also became clear from his words that only after these issues were agreed upon, one can talk about a possible Pashinyan-Aliyev meeting.
“There are questions, only after which we will start discussing a possible meeting of the country's leaders. We are still discussing. When the discussions reach a certain stage, a possible meeting will be indicated, after which it will be publicly announced,” Armen Grigoryan stressed.
Azerbaijan insists on mutual recognition of sovereignty and territorial integrity, renunciation of future territorial claims, delimitation and demarcation of internationally recognized borders (according to the Soviet era), and the conclusion of a peace agreement.
The Armenian side agrees with this and demands that the security of the Armenians of Karabakh be guaranteed and given a certain status. According to Grigoryan, these issues are being discussed with Azerbaijan.
Will Azerbaijan agree to this proposal?
Elhan Shahinoglu, a political scientist, answers this question in the “Difficult Question” program.
According to him, the 6 proposals of the Armenians are "a kind of thing in itself" - nothing is known about what they are. The Azerbaijani side, putting forward its 5 proposals, voiced them, but Armenia avoids this.
“I suspect that by making these proposals in Yerevan they wanted to demonstrate that they, too, are not born with a bastard and can put forward conditions, and that their conditions can be accepted,” the political scientist noted, adding that if these 6 proposals contain rational grain, they can be accepted.
"But if they again start talking about the status of Karabakh or something like that, then of course such proposals will be rejected," he said. Shahinoglu noted that following the talks in Brussels, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan agreed to establish a bilateral commission on delimitation of borders between the countries by the end of April and begin developing a peace agreement. However, the deadline has passed, but there is no talk of forming a commission through the fault of the Armenian side.
“Pashinyan slows down the process. On the one hand, he makes encouraging statements, and on the other hand, he does not dare to take a step. Pashinyan is supported by both the US and the EU, and Russia is no longer the same as before and is occupied by Ukraine. The radicals protesting in the square do not represent any real force today.
