Decree on Regulation of Unresolved Land Relations
President Ilham Aliyev signed a decree "On additional measures in the field of regulation of land relations." The document provides for the creation of an electronic information system of cadastral registration of land and the development of digital cadastral maps until 2020.
The main objective of this system is to eliminate discrepancies between the actual state of land use and the documents confirming the rights to them. The document provides mechanisms for the resolution of existing land-use problems that have arisen in different conditions and terrain.
In particular, in the event of the need for changes in the legal and technical documents on the ground in the state register of real estate, their owners, tenants and users are sent a notice about it. These persons thereby become entitled to what they new document property has been granted, already taking into account the corrections made.
State Property Committee has to prepare questions and submit them to the Cabinet of Ministers proposals on changes of land categories in the locality where settled residential areas. The Cabinet, in turn, will take a period of three months a decision.
Note that in Baku and Absheron district has a lot of residential areas, which are built on the site of the former state, without changing the category of land from agricultural to residential. Therefore, the owners built in the territories of residential properties, are not given the extract from the state register of real estate.
