Draft Budget for 2017 Prepared
The Ministry of Finance has prepared a preliminary draft of the state consolidated budget for 2017 and for the next 3 years. The documents have been submitted to the Cabinet of Ministers and the Accounting Chamber, the ministry’s press service said.
The parameters of the state budget are not disclosed. It is noted that the priorities for 2017 are:
- The continuation of social policy aimed at improving the social welfare of citizens, including the internally displaced socially sensitive groups of the population;
- Ensuring national defense and security;
- The continuation of investment projects, which began in the country and abroad;
- Stimulating the development of regions and the non-oil sector, support for small and medium-sized enterprises;
- Increasing public concern with agriculture and industry;
- Holding international events in Azerbaijan and in foreign countries.
Particular importance will be attached to servicing the public debt and liabilities.
The revenue part of Azerbaijan's state budget for 2016 was approved at the level of 16 billion 822 million AZN, and the expenses – at 18 billion 495 million AZN. ----08D

Azerbaijan’s economy, which is heavily dependent on oil revenues, faces a stark warning in the 2021 report by Carbon Tracker titled “Beyond the Oil States: The Urgent Need to Reduce Dependence on Oil in the Context of the Energy Transition.” The report ranks Azerbaijan among the most vulnerable oil-dependent countries, placing it in the "5th group" — a category reserved for nations expected to experience a decline in oil and gas revenues exceeding 40% over the next decade. This group includes Angola, Bahrain, Timor-Leste, Equatorial Guinea, Oman, and South Sudan, highlighting shared economic risks for these states.

In Azerbaijan, the government has increasingly relied on tax exemptions for imported goods as a tool to stabilize domestic market prices. The exemption from the 18% VAT on wheat imports, extended this year, exemplifies this approach. New measures have also been introduced, including tax relief on imports of electric vehicle chargers, while exemptions for high-cost medications are currently under discussion. Notably, defense imports continue to be free from taxes and customs duties.
