More Than Half Income of Population Opaque
The Accounting Chamber of Azerbaijan (ACA) estimated that the income of the local population in the last year amounted to 39 billion 360.7 million manats (+ 4.8% to the end of 2013). More than half (60% or 23 billion 595.8 million) of these funds is income from business, that is, the bulk of the population have no relationship to this. Recall, in Azerbaijan, reports of businesses are not transparent, and the issues of the largest companies are not reflected in fiscal accounts, which gives reason to believe there is a strong element of corruption.
According to the ACA, payments of wages in the structure of income in the past year amounted to 10 billion 721.9 million (27.2% of total revenues), remittances - 4 billion 83.9 million (10.4%), and operating income from property - 959 100 000 manats (2.4%).
The Accounting Chamber of Azerbaijan, accountable to the parliament, has operated from December 7, 2001 as the authority controlling the flow of budgetary funds of Azerbaijan.
Its executives (members of the Bar, which includes the Chairman, his deputy and seven auditors) are elected every 7 years.
This body is usually limited to generalities about the Board meeting, without giving specific numbers or data. According to Article 6.0.3 of the Law of Azerbaijan Republic "On receipt of information" ("Basic principles of information"), the disclosure of information on budget revenues and expenditures is the responsibility of government institutions, including the Court of Auditors. --17D-
