New underground parking secretly leased to a private company
The three-storey underground car park built behind the Heydar Aliyev Palace is operated by the private company Garage. This was today told by a common member of the public and not by the executive power of Baku, which has built over the budget money that object, or the State Committee on Property, which is responsible for the effective use of public property, or the tenant.
The expert of the Environmental Analytical-Information Agency (ECORES) Samir Isayev said that all the car parks in Baku are privately owned. A parking lot for 4,500 cars parking at the same time is leased to a private company. The company itself determines the cost of parking.
The car parking between the streets Fizuli and Shamsi Badalbeyli was built in 2011-2013. The tender for the construction was announced by the Executive Power of Baku. Upon delivery of its service with the participation of President of Azerbaijan Ilham Aliyev there was not informed how much it cost and in what form it will be used. On the day of commissioning the lots - July 25 - there was unveiled one of the few orders of the head of the EP of Baku Hajibala Abutalibov, according to which a ban was introduced on parking cars in the main streets and squares of the city. Cars are "being driven" to the new parking lot, where parking fees are not affordable for everyone - from 0.50 to 6 manat, depending on the term of the parking.
The EP of Baku city has not said how they selected the tenant of th parking lots and under what conditions they concluded the lease. Another underground car park on the square Azadlig at the Government House will be commissioned soon. Perhaps, in the same secretive method this object will pass into private hands. - 08B -

Azerbaijan's financial standing continues to strengthen as the country's foreign currency reserves have surged to $71 billion as of January 1, 2025, according to the Ministry of Finance. This figure, which includes reserves held by the State Oil Fund of Azerbaijan (SOFAZ) and the Central Bank of Azerbaijan (CBA), far exceeds the nation's external debt, which stands at a fraction of its reserves, specifically nearly 14 times less. This robust reserve position reflects Azerbaijan's fiscal stability and the government’s strategic economic management.
