Over 3,000 Landowners Cannot Get Compensation from State
Oil Workers Rights Protection Organization (OZPN) held a final presentation on the completion of the project "Legal assistance to land owners who have been influenced by the Oguz-Gabala-Baku".
Although the project is completed, 99% of the owners for seven years were unable to get compensation from the state. Responsible government agencies dump the blame on each other, but the owners of subjective reasons do not apply to the courts for protection of their rights.
"We managed to convince about 20 of the 3257 families who have lost their land area to the total area of ??about 976 hectares. Three of these families have already received monetary compensation," said the head of OZPN Mirvari Gahramanli.
OZPN represented owners of land before government agencies. Implementation of the project for the construction of water supply and related work was commissioned by the Cabinet of Ministers on JSC Azersu 24 February 2006. However, the state-owned company said in court that it is not responsible for providing compensation. The State Oil Fund, which is a donor of the Oguz-Gabala-Baku project, said that JSC Azersu did not order the allocation of funds for the grant of compensation for the damage caused to the land owners. The Ministry of Finance says that funds from the state budget for this purpose are not provided.
Meanwhile, the staff of Azersu meets with the owners of land, persuading them not to go to court, said Gahramanli. According to her, OZPN during this period was active for public resonance problems. It was today's presentation of a photo exhibition dedicated to the work of employees of the public organization under the protection of the rights of land owners in Gabala, Oguz, Geokchai and the other five districts subjected to the construction of the Oguz-Gabala-Baku, as well as the courts.
In meeting the claims for compensation, judicial authorities should arrest the account of JSC Azersu. In all cases, it should come to the Supreme Court. It is noteworthy that almost all private land areas that fell under the influence of the above project have not yet been alienated in favor of the state, although the owners cannot use them for other purposes. - 08C-
