President takes additional measures to improve the management of the agrarian sector
BAKU/16.04.14/TURAN : The President of Azerbaijan signed a decree on April 16 on additional measures to improve management in the agricultural sector and accelerate institutional reforms.
The decree provides for the establishment of regional and city administrations of the Ministry of Agriculture to ensure the implementation of agrarian policy in the areas to arrange for state support to agriculture , effective cooperation between central and local executive bodies of the structural units in solving the problems of the agrarian sector.
Ministry of Agriculture , in particular, is entrusted to create a period of three years , the information system " e-agriculture " , a system of identification and registration of agricultural animals to prepare within three months of information on liquidation, privatization , restructuring and transfer of management available in its submission of self-supporting state enterprises and organizations whose activities are considered inappropriate .
The decree ordered the resumption of licensing the manufacture , importation, sale and storage of plant protection products and agricultural chemicals .
The Ministry of Agriculture in collaboration with the Ministry of Economy and Industry requested to prepare proposals for the establishment agropark, to ensure the participation of Azerbaijan Investment Company in the share capital of agribusiness structures that will be created to attract foreign investors in agriculture.
The Presidential Administration has six months to prepare draft legislation regulating anti-cartel activity.
The decree provides for the privatization of veterinary activities engaged in offices and businesses, and improve mechanisms for facilitation of insurance in agriculture , as well as a number of other measures in other areas of agriculture. -15D-
