Revealed the fact of plundering the state budget by the classical method
Azerbaijan announced the elimination of 88 companies in one fell swoop. As Turan study revealed, most of these companies, which were led by one and the same person, actively participated in the "sawing" of the state budget.
The embezzlement of public funds was in different ways and by various means. The fight against these phenomena is conducted by the Accounting Chamber. But Turan revealed classical mechanism of “development” of the state funds by state structures, where the "first violin" is played by short-term companies.
The 88 liquidated companies, the full list of which is available for Turan, were established from February to August 2013 by a young Bakuvian, R.R.S., a native of the Astara region. Judging by the profile in social networks, the opening of which coincides with the period of occurrence in business, the graduate of Baku College of Business and Cooperatives has a reasonably modest life: managing about a hundred companies, he does not share photos of luxury cars with friends, and on the profile photo he just lies in the fresh snow.
The newly minted companies with meager capital (10 manats each ) went for tenders and quotations for virtually all government agencies (the Ministries of Foreign Affairs, Interior, Education, Health, Justice , Environment and Natural Resources, Youth and Sports, Culture and Tourism, Communications and High Technologies, the State Committee for Work with Diaspora, the State Social Protection, the State Migration Service, local executive authorities , the National Academy of Sciences , etc.) , and immediately became their winners. Except, perhaps, was a Manager of the Presidential Administration of Azerbaijan.
According to estimates of Turan, now liquidated companies of R.R.S concluded at least 115 contracts on government contracts totaling 3,677,569.72 manat. Tender subject is almost all the activities that do not require special expertise - from organizing various activities to different procurement of goods and works. For example, health enterprises of Sumgayit concluded with these companies contracts totaling 616,866 manat.
No tender commission or controlling structure (Public Procurement Agency) noticed the elementary facts exposed in the light of huge embezzlement of public funds by the person who, according to official figures (Ministry of Taxes), did not even have the necessary human resources.
An economist, a Board member of the Movement ReAl, Natig Jafarli told Turan that one-day companies are created to document the virtual budget expenditures, for example, construction and repair works. The use of such companies in budget matters, including assigning VAT, is common, he said.
Deputy Chairman of the public organization Assistance to Economic Initiatives, Rovshan Agayev said that proxy companies are created to mislay traces of laundering of public funds for corruption mechanisms. "Contracts are registered in the name of these companies, the funds are further cashed and the companies are going to eliminate until there is a tax audit and the audit by the Accounts Chamber," said the economist. -0 -
