Road repairs in Gakh charged to individuals
The executive power of Gakh trusts building roads to private entrepreneurs. According to the Public Procurement Agency, an individual Kazim Hummatov won the tender for the overhaul of the access road to the village of Asagi Malakh. The scope of work will cost the budget 157 175 manats.
This is not the first deal between the private entrepreneur taking construction equipment for rental and the EP of this area - from 2005 to 2014, he became the beneficiary of 8 applications. Most of the streets of the district center (named Ismail Dagystanly, J. Ahmadzade, I. Mustafayev, B. Eyvazov, S. Gojayev, etc.) are repaired not by the road management office owning the equipment, but by the lessee Hummatov. Official information portals are unaware of the quality of the work produced.
Experts believe that the tender procedures in Azerbaijan are imperfect and of formal nature - winners are people close to the owners of material and financial resources. - 17D-
