State Committee for Property Affairs plans to use several electronic services
The State Committee for Property Affairs (SCPA) provides 4 of 6 e-services defined by the Cabinet of Ministers. The office started providing individuals and legal entities with electronic services since May 2012.
At this time, the State Real Estate Register in SCPA provides the electronic certificate of occupancy appeals of real estate and an extract from gossreestra real estate on the secondary real estate market. Primary market for e-services, for whatever reason, is not provided.
Auction Centre on the bidding at SCPA takes treatment of applicants to participate in the auctions of property confiscated and passed into state ownership. The central body of SCPA receives from state enterprises and organizations a reporting form for the use of safety equipment. SCPA does not provide the public with information about the level of e-services provided by the ratio of full-time for appeals.
According to the 24 November 2011 list of electronic services provided by the central authorities, confirmed by the government, SCPA should also receive electronic access to services of real estate inventory and extracts from the address register. While these services are not provided.
In the gazette of SCPA, the newspaper Mulkiyyet, is announced a list of upcoming e-services. Among these operations for the mortgage and real estate leasing, as well as receiving messages and documents for the auction for the sale of vehicles and equipment.
The current rules for the adoption of applications and documents can organize auctions for the sale of shares of joint stock companies, small businesses, unfinished buildings and land. However SCPA does not take any steps in this direction. The press service of SCPA told Turan it requires "a decision on a number of questions on software," which is not possible in this year.
Auctions are usually held in a formal way. Applicants are not granted the application form for participation in the auction. Therefore, 100% of these deals are non-competitive and the objects and shares are sold at a starting price. - 08B-
