Azerbaijan's cooperation with NATO began in 1994. The issues of military cooperation, political consultations on security and organization of peacekeeping operations within the framework of Azerbaijan's participation in the Partnership for Peace program became an integral part of the relations between Baku and the Alliance.
In 2005, Azerbaijan adopted the Operational Plan for Individual Partnership. From the further in-depth integration, Azerbaijan abstains and does not raise the issue of membership in the Alliance in the future.
