Azerbaijan to sign Protocol of the Convention on Abolition of Death Penalty in All Circumstances
Baku/03.01.23/Turan: On February 3, President Ilham Aliyev empowered the country's Permanent Representative to the Council of Europe Fakhraddin Ismailov to sign Protocol No. 13 of the Convention on the Protection of Human Rights and Fundamental Freedoms.
The Azerbaijani Foreign Ministry was instructed to notify the CE Secretary General that Ismailov was authorized to sign this protocol.
Protocol No. 13 provides for the Abolition of Death Penalty in All Circumstances.
In 1998, Azerbaijan adopted a law excluding the death penalty as a punishment from the Criminal Code. However, the law allowed that in exceptional cases it is possible to use the death penalty for serious crimes during war or in the presence of the danger of war. "
Earlier, in 1993, Azerbaijan introduced a moratorium on the execution of death sentences. -06B-
