Delegation of Venice Commission Travels to Baku
The delegation of the Venice Commission of the Council of Europe will visit Baku for meetings with representatives of government and civil society on November 13-14.
The purpose of the visit is preparation of an expert opinion on the recent amendments to the legislation on NGOs, said Radio Azadlig.
The request to conduct such examination came to VC from the CoE Secretary General Thorbjorn Jagland.
Note that the amendments were accepted by local and international human rights defenders as reactionary.
Following these changes, NGOs were actually deprived of the opportunity to act. Primarily, this concerned NGOs without state registration. They are subjected to heavy fines for even minor violations. In addition, a multi-level filter makes it impossible to finance NGOs by foreign donors, requiring foreigners even to provide registration in Azerbaijan. -06D-
