Freedom House referred Azerbaijan to the countries of the "strengthened autocracy"
Baku/24.05.23/Turan: The Washington-based international human rights organization Freedom House published the annual report "Transitional Countries - 2023" on May 24. The study notes that democratic governance is in decline in the space from Central Europe to Asia. In 11 out of 29 countries, the indicators of the level of democracy have decreased.
Regarding Azerbaijan, the report indicates that the country is ahead only of Turkmenistan and Tajikistan in terms of its rating. These three countries were among the eight states with "strengthened autocracy". According to the authors of the study, the state structures of Turkmenistan and Azerbaijan are practically devoid of "democratic qualities".
It is also noted that the citizens of Azerbaijan and Turkmenistan "suffer from the localism of the ruling elites." Armenia and Georgia, as well as Ukraine and Moldova are referred to as "hybrid regimes" in the study. The Azerbaijani authorities have not yet responded to this report.
However, official Baku declares that the rights and freedoms of citizens are "ensured in the country," and international criticism is "groundless." ---16B---

On November 15, animal rights activist Kamran Mammadli was detained while staging a protest at the COP29 climate conference. Mammadli was protesting the shooting of street dogs in Azerbaijan. He raised a sign above his head that read: "Azerbaijani authorities are shooting dogs on the streets!" The United States has been working with Azerbaijan for a long time on energy issues and fossil fuel emissions, particularly focusing on technologies that reduce carbon dioxide (CO2) emissions and help transition to clean energy, the U.S. Secretary of Energy Jennifer M. Granholm stated at a press conference on November 15 during COP29 in Baku, in response to a question from Turan about how the U.S. can assist Azerbaijan in its transition to renewable and green energy.
