Mission of Council of Europe to Discuss Ilgar Mammadov Case
The special mission of the Council of Europe arrived in Baku to examine the issues related to Azerbaijan's refusal to implement decisions required for a member of the Council of Europe. On January 11 the Council of Europe Secretary General Thorbjorn Jagland said at a meeting in Strasbourg that the special mission of the Council of Europe, created by Jagland’s decision based on Article 52 of the Charter of the organization, left for Azerbaijan.
“The mission will discuss the Ilgar Mammadov case decision and other issues related to this in Baku,” said Jagland.
On the same day, the mission led by the Director of the Legal Department of the Council of Europe Secretariat Philip Buayai and Director of Political Affairs Alexander Gessel was received by the Deputy Prosecutor General of Azerbaijan Namig Asgarov.
Note that the 52nd article of the Charter of the Council of Europe requires the imposition of sanctions against the Council of Europe member state in case of ignoring the decisions of the organization and failure to follow its obligations.
In this case, the Azerbaijani authorities openly ignore and deliberately refuse to carry out the decisions of the European Court of Human Rights for the release of the leader of the movement REAL Ilgar Mammadov, recognized by the international community as political prisoner.
In addition, Baku ignores the decisions of the European Court in the case of the convicted ex-minister Ali Insanov.
Azerbaijani authorities do not give plausible explanations for their stubbornness. -02D-

The European Court of Human Rights (ECHR) today issued five rulings on applications from Azerbaijan. The case of "Afgan Mammadov v. Azerbaijan" concerned the complainant's exclusion from the Bar Association. Mammadov was expelled based on a complaint filed by a colleague, which he considered unjust. The ECHR ruled that Mammadov's rights had been violated and ordered Azerbaijan to pay him €5,000 in compensation for moral damage and €1,000 to cover legal costs.
